Pipeline in operation today. Seemed relatively minor, and there was inventory in storage, so it shouldn't have been that disruptive.

Emergency may have been more about this apparently was becoming a thing on the internet and media, causing panic buying in Vegas... Kind of like toilet paper, when everybody tries to buy it at the same time... It ends up being the panic that creates the real shortage...

Trucks could be used to pick up a fraction of the slack, in the short run, and it would cost a lot more... Including downstream impacts, where prices for transport would go up in the west in general, as there is a very limited indepedently available market supply of fuel tanker capacity to be diverted to a more distant destination. This is why we like piplelines, it's much cheaper than other modes.

Gasoline rail transport to somewhere like Las Vegas is really not an option in a situation like this as AD noted.
