The guy in this video wearing the top hat and speaking at a city council meeting seems to think so.

So they're thinking about cutting checks for $360,000 for black people statewide and San Francisco is thinking about cutting checks for $5 million per person. Something tells me a whole lotta people are going to suddenly claim residency in San Francisco.
