Ex Santa Fe line to Presido TX

I have been camping along side the Presidio Tx line, originally built by the Santa Fe. The local people say the tracks are now owned by the Mexican govt. A Hi rail truck recently came by doing a inspection. About every fourth tie looks fairly new and recently replaced with the rest in poor condition. I was told the last train to pass through (Alpine Tx) on this line was a steam special about 10-12 years ago. Does anyone know what steam train that might have been? Also, how did the Mexican govt acquire this line and what are their plans for it? I thought a short line had been running this line recently. Any additional information would be appreciated.
