It's not just UP. The main issue is the people in charge listened to Hunter. It you say worked in Chicago & had to deal with CN on a regular basis you'd realize that they were a screwed up mess on a regular basis. They cut costs alright by dumping their problems on everyone else (such as refusing interchange.) Works great if one RR does it. Doesn't work so well if everyone does it.
