Amtrak likes it when the tracks are closed due to floods, fires, landslides and other problems. Why? Because passenger trains, or at least Amtrak ones, lose money, and when the trains are parked they lose less money than when they're moving. This permits the supervisors to be awarded bonuses because the operational costs have been lowered, and there is no other priority at Amtrak that is more important than lowering operational costs.
