This is a very informative post, I have not had time to keep track of what is going on in many other countries, and certainly not in Morocco. It is interesting that they are even doing this, and that they have the common sense to do it incrementally, and that it seems to be thought out as to how they are going to get it done without breaking the national bank while doing it. It seems out of place that California can take lessons from the 'third world", but maybe it's time to start when that's where the good example is. Thanks BOB2 for the post.
