A million bucks will barely build any rail, to industrial (not high speed passenger) standards, which means it will likely see just a couple of freight cars move a day, if that.
A million bucks would pay for a quarter mile of high speed rail quality track. That's it. No signalling, no rolling stock, nothing else. Just a quarter mile of ballast, ties and rail.
A million bucks on a highway could install a traffic signal that improves throughput of a busy intersection for 20,000 vehicles and increase velocity and reduce idling for those 20,000 vehicles.
A million bucks could add a passing lane, allowing faster cars to pass slower trucks, and everyone gets to their destination safe and sound.
A million bucks could add bus stops, allowing passengers without cars to use the highway; and the buses can safely pull out of traffic rather than holding everyone up.
