I've seen structural damage to roads from large diesel-truck-involved fires. The kind that have a hundred gallons or so to work with. Both to pavement and bridges. Knocking down a parking garage would seem, though, to need something on that or a bigger scale. Like a whole bunch of diesel and other cars. One Golf or the like wouldn't do it. A whole floor full of cars burning at once might.
