If only they had a brakeman or two in a DPU on the rear and/or middle of that hazardous consist
They might have caught that car in time before it derailed and saved $1 billion and a lot of misery.
All hazardous consists should either run at restricted speed or have a crew of 3 or 4 (1 or 2 on the rear)
