Lite,

The former is same format as his Rio Grande Diesels V1/V2 whereas the latter(hardcover) follows the same layout/format as the SP Diesels multi-volumes and the 2 Compendium volumes.
Each on the WP are worthy in their own right, but are different, the latter having a more comprehensive look and Unit/Model information presented.

As to the use of the same photo's, at a glance on the GP35 section I'd say yes, but not in total.
Definitely a worthy addition, the hard cover is way easier to peruse, the first book like all those of that binding, is now failing and requires a good grip on the spine to work through the content.
