I Just copied the following TWC from RRRadio dot net (Sacramento feed)

UP DS 74 just gave Amtrak Train 6 TWC (#921??) from RV 129 to RV 171
TWC from 129 to 171 OK at 1208 PM by DS 74
AMTK 45 EAST ON Train 6 then just got this SPEED Restriction
10 MPH RESTRICTION from 195.1--196.4
OK 1209 JOM (DS 74)

This means that DONNER IS OPEN at least to some degree for Amtrak as of 12:08 PM friday 4-24-09.
I hope this helps to clear up things a little bit !
