Most likely the ROW in the Eel River Canyon would be put to bed (either by weather or excavator) before a trail installed. There is no money for a trail and there isnt going to be. There is no reason to go walking around the Eel River anyways. The only reason the trail group was formed, was to get the trail people to shut up.
