Those exist(ed) in the US as well. During the early days of the battery recall for the Chevy Bolt, GM was buying back lots of those cars, as well as pulling back cars in dealer stock, and parking them in out of the way places. Eventually, they got replacement battery production cranked back up, and the lots are gradually clearing out as the cars are repaired and placed back on the (used) car market. They're actually a pretty good deal if you need a small (but room enough for 4 adults) urban/suburban runabout with a couple hundred miles range, 5ish years old (but low miles) with a new battery carrying a new 8-year warranty, for around $20K or even less in some cases.
