Whether a particular administration allocates billions of dollars or not, why does all this talk of re-instating the trains the DEMOCRAT Carter and Clinton administrations killed ("The Floridian", the "NCH", the "National Limited", the "Desert Wind", "The Pioneer") never progress beyond the "talk" and "study" phases?

Hell will freeze over before those trains are restored or any new routes established.
