They only have six of total order 23 (on location) and of that six , they have only tested/signed-off of three.
If you think that is is a "solid" plan, tell us all why dragging tail is any way to run a railroad.
In other words, if it took this long to test only three, how many years will it take to test the rest of the sets!?
