Dieselmotive (BUGX) is somehow involved in the "new ownership" causing this emergency order. I don't know of an exhaustive list, but BUGX routed several of their recent locomotive acquisitions to this railroad, including several vintage locomotives "saved" from scrapping. There are also locomotives stored on the line for other parties, including a C&O SD18.

I don't know why, but there's an Iowa Pacific light going off in my head right now...
