Answer-- nothing would move. Doesn't matter whether it's trains, planes, trucks...whatever. Any inspector on any given down could shut down the operation or take equipment out of service. There's an acceptable level of risk (the only way to have 100% safety is to not operate) in any type of operation.
The allegations in the emergency order suggest these guys were beyond flagrant. They were out there running trains without regard for ANYTHING. I know who said that remark (or the person on Trains parroted his) and he's a UTU guy always trying to stir stuff up. The Class 1s definitely do their share of "safety third" actions, but nothing on par with what this operation is alleged to have done.
