What shippers? Those around the rail industry know there are no shippers. If there were, many others would have joined the fray. The only thing this line does is store cars. It is also a home for poor operators. Look at a railway map. It is surrounded by BNSF lines on all 4 sides going all directions. They are not about to allow any substantial traffic to happen there.
