Waste of time fluff piece. "Puppies are cool. We should have more puppies. Here's how we can. Clearly Americans want more puppies. And Congressman Moulton is working to make it happen. China and Spain have endless puppies. We are only 100 years behind. I say this because 100 years ago Thomas Jefferson invented the puppy.
