Formula allocations on population, with less "State" level political micromanagement/interference, are a good policy, but....?

After watching the recent "fails" on everything from losses of ridership, poor security, operation/service cuts, and with the state of important capital projects, from the LAUS runthrough project, the dubious politics over the Dodger Stadium connector, the costly highway projects in the IE, and the most expensive LRT extension in San Diego (with more bloated competitors being planned in the Bay Area), the problems with leadership, management, staffing, and contracting at the RTPA's might make what is a relatively "good" State policy, meaningless.

Local/regional agency waste, bloat, gold plating, and cost overrun issues have been getting as almost as bad as what we've become so used to on the CAHSRA fiasco... (Imagine Brightline proposing to spend 4 billion dollars on their "stations"?)

More "cost conscious" State policies, dealing with the "efficiency" and "cost effectiveness" reviews of capital investments in the planning, scoping, and contracting processes would not hurt the poor taxpayers who are footing the bill one bit...

This attempt to "respond" these other problems we've had over the last ten years with transit, by setting up what looks like a "best practices" effort, but without any teeth or resources to correct them, is just a promise to "talk about" these issues that have been negatively affecting transit usage.
