Excellent video from 1993. Captions make me think it was commercially produced?

In the video, Green Bay Western shop forces have repaired a main bearing and crank shaft on an ALCO C424, GBW #321. Now they are testing the prime mover, and have it connected to a load box. I won't pretend to understand all of this. But these guys seem like pros.

Have these Alcos been scrapped? I don't know.
