In the great scheme of things, yes. But higher elevations were expected to get a foot or so of snow over 24 hours, with rates of up to 2"/hour at times. If the snow removal equipment had already been parked for the summer (it is, after all, May, when 100F is a common record high and 90s can be expected in Sacramento at any time) UP these days would be more likely to shut it down for a day or so than to try to fight it. Simple cost management, and if the route doesn't carry time-sensitive traffic other than Amtrak who cares?
