GE U-series. Cooling system mechanicals

GE locomotives of the 1960s-70s had a radiator fan shaft driven off the air compressor. There is a 90-degree gear box between the fan and compressor. (See picture below)

Question: Did the fan only turn when the air compressor was on? I don't understand that design.

The gear box looks like a point of failure if it ran low on oil. I wonder how well it worked?

I assume the U28B at Perris, CA, SP 3100, has this set-up intact. But I can't find photos online.
