Hydrogen trackless tram

My question: If a tram is trackless, ain’t it just an articulated bus?

China has made a hydrogen powered trackless “smart autonomous tram”. I think that means it’s driverless. If it has full autonomy by AI, that would mean it can make spontaneous decisions on its own, like “hey, let’s go to Vegas instead of Forbidden City Mall.”
