Davenport, CA Cement Plant - Cemex Still Owner?

I only had the opportunity to follow the SP local from Watsonville to Davenport [California] once [1990s] and I understand UPRR was running trains up to the end of the branch line until the late 2000's. Just from searching the Internet, it looks like the plant ended production in 2010 but as of 2024, it appears Cemex STILL owns the property. Is there a reason why a big company like that would hanging on to dormant-unimportant land a decade+ since closure? Also, did the cement plant truly close because of the recession at the time OR was it truly due to growing political pressure?
