I haven't watched the video yet. But found an article saying the government won't reopen branch line passenger trains as promised (cost cutting).

Here in the US, money losing branch lines were cross subsidized by the profitable main lines. That lasted until carriers started to go bankrupt. Where is da guvernment when you need it.
