No, they can have insurance. But the insurance must stipulate that the home owner has to abide by Fire Department regulations which dictate a fire break around the house. From the stories I have heard, the home owners that took the time to have proper fire breaks around their house and properly prepared their property for a fire such as this have been spared, often times surround by houses in ruin.
