Some countries, like China for example, do not fully understand that, when you build High Speed Rail lines, you ALSO have to allocate A LOT of money for ongoing maintenance. If you don't maintain the infrastructure to the highest standards, the resulting wrecks are very ugly. A train derailing at 140 MPH is a lot uglier than a train derailing at 30 MPH.
