As far as I know the ROW is not wide enough to accommodate 2 tracks and a bike lane. In Petaluma along Lakeville they sold off most of the property sometime in the past and there is just barely room for a single track. It is so narrow you have to wonder if it is even legal by today's standards.

In the end there is not much interest in preserving these rights of way for future transit use. In Corte Madera they just paved the ROW and turned it into a street. That's probably what will happen with the NCRA if the NWP and SMART crap out. If SMART peters out for want of riders and subsidies it would be very hard to talk the local voters into supporting streetcars-light rail for years to come.

I am probably being unrealistic about the NWP ROW as a transit corridor. If and when real mass transit does come to the Northbay many, many decades from now it will most likely be routed along 101. The engineers seem obsessed with building elevateds, which because of their blighting effect the public will demand be relegated to freeway corridors, already enviromental wastelands. I guess the engineers will just have to figure out a cheaper way to raise those overpasses.
