Interesting setup. Will they add a roof, though? 2 reasons: 1: it does rain and get hot occasionally; and 2) those look like roughly 10' fences, and most dedicated perps will be able to get over them, but adding a roof would extend their time on site and the possibility of being observed and reported.
Anyway, at least they're thinking about it. Presumably "registered TAP card" means a separate registration (and probably fee) for use of the cage that's tied to the individual card; otherwise, if any TAP card holder can enter, it's not much security...
The local crowd here (City-sponsored, not RT) contracted bike lockers at light rail stations in town to
Bikelink. You need to get Bikelink's little card and set up an account. Cheap (less than $1/day), and the lockers are more sturdy than the old fiberglass things that used to be installed. But it is another card (though smaller than a regular credit card) you have to carry.
