I mostly agree. But realistically $11m is not going to buy then much in the way of *new* locomotives unless there's a lot of other money available for match. And it would be a tiny drop in the bucket (perhaps rebuilding a couple of culverts or small bridges?) as far as addressing the cost of fixing up NWP lines off the main SMART corridor is concerned. They'll need to find some other, bigger money bucket to fill those pits (and fix tunnels and bridges) if there's really enough freight traffic still possible to cover operating costs.
