It came about because on the SP all trains traveling towards SF/OAK were Westbound and odd numbered regardless of actual geographic direction. This made the WB train #11 from PDX turn into EB train #12 at Oakland for the journey to LAX. It also made WB train #13 from LAX turn into EB #14 at Oakland for its journey to PDX.
