Open Access State Rail

Joining Brightline and the State Rail seems like a good idea. Obviously the systems will be 100% compatible. Raises some possibilities.

Could State Rail be open access to carriers like Brightline and Amtrak?

I wonder what they will name the junction? Schwarzenegger Jct would be cool.
