Last time, when Trump's people failed to follow the rulemaking and contracting procedures, they got called on it via the courts, and (grudgingly) they mostly complied. This time, the control from Trump is stronger, the EOs are effectively overriding standing law, the Congress is ready to "fix" whatever laws might be too much in the way, and the key courts are largely staffed by Trump supporters. Things can, and probably will, turn out differently. So don't be too sure the past will indicate future performance (as the stock market people always like to warn you). Doesn't mean you shouldn't try to protect your interests, but don't expect it to be as easy or successful a job this time around.
