I see that governments with strong central planning like to build ahead of demand. The CCP built HSR lines into the provinces where there are few people.

The first transcontinental line in the US was built ahead of demand. It seemed to work out in the end. But there was a hell of a lot of profiteering. Where did those damn robber baron oligarchs come from?
