Sand?

I was driving southbound down I-99 yesterday and shy of Fresno there was a roughly 75 car train of gondolas that look like they were full of sand in a siding. They were uncovered and nicely sculpted by the wind Was this sand? Where did it come from and where are they going? And wouldn't and wouldn't they have to vacuum all that out of the gondolas? Inquiring minds want to know
