There's another even clearer example of the Blue State target: hydrogen fuel "hub" programs. The Administration has killed them (breaking a lot of contracts) for 5 major Blue States (including California) but not for participating Red States (including TX which has a program with as much funding as CA's). The way it was done makes it abundantly clear that the actions are politically, not financially or feasibility, motivated.
