Tri City & Olympia RR Locomotive 1616 in BNSF Tacoma

While driving by the BNSF yard tonite on Hwy 509 I saw a black/white locomotive with number 1616 on it, with name Tri City and Olympia on the side.

Any idea what this locomotive doing in Tacoma? It was on one of the tracks near the main building...
