It's not that hard. It's in the spreadsheet attached
to the draft Strategic Plan posted on SMART's website.
Shows $175 million in "other state or federal sources of funds"
a.k.a. "plug"
Without federal funding by 2012, they can't build it
to Cloverdale. It's that simple.
It also shows $37 million from the NCRA. I think this
is the value of the track repair/upgrade the NCRA is
doing because SMART shows construction expenses that include
the NCRA paid construction.
So, does the NCRA just "give this" to SMART? Won't the NCRA
want to be paid for a portion of it?
