NWP Passenger Trains?

Does Mike Pechner or anyone else know the answer to this?

If by some miracle, The PLA, GGRRM or some other group managed to raise or borrow enough money to rent some suitable some passenger cars and engines deadhead them to the NWP (does it start at Schelville), find a reasonably priced insurance policy and be able to sell tickets at a reasonable price to make it profitable to run one or more "rare milage trips" excursion trains on a one time or regular schedule like weekends/holidays..

What about shuttle trains to and from some point to the Raceway?

Is there any thing in the operating agreement that created the North Coast rail authority or settlement with Novato (like track conditions, signal requirements specifically allow or prohibit passenger trains (or movie filming trains, Operation Life saver specials)
