Herzog Equipment at West Tacoma/Steilacoom

There has been some Herzog equipment parked on the siding before W Tacoma Bridge/Chambers Creek

Has cab units on each end with a cars with rails on the cars so the loader can move back and forth. Seen something on this before where it can be a one man operation.

Any idea what work they doing down there for BNSF?
