California is indeed screwed up.

But I am not sure going the private entrepreneurial route will work in the long run. You know, something like Richard Branson and Virgin building and operating high speed rail.

The question in my mind is whether an outfit like the UP could be enticed into the hsr business for a fair price - in other words what it should really cost plus some appropriate baksheesh.
