Any customer can route UP from Spokane. It is just expensive to pay the BN from Marshall to Spokane and the UP from there. Last I heard BN charges $800-1200 a car from Marshall to Spokane. The other UP access point with the UP is Marshall with only paper keeping us from I/C there.
