Sad but very true; NRM and Friends of 261 can still work out an agreement, though, so it's not as bad as some might think (or want you to believe). Still, this is a pretty good argument for an organization to own the locomotive it intends to restore outright if possible; granted, you then have to worry about having a place to do the work and where you will store and run or display it once you're done, but that's a concern for rail museums as well. The lease on 261 is still good for two more years in any case, so there's still plenty of time to has out a compromise. We shall see...
