Mike - I noticed the same thing over the weekend when passing through Bellemont on my way to Williams.

My guess is most likely being held for the planned but building/trackless Arizona Railway Museum. Proposed site is in Williams on the old ATSF roundhouse area, now owned by Grand Canyon Railway et. al. They reportedly have 30+ pieces of equipment and are slowly storing at at Bellemont and in Williams.

Your best point of contact is Al Richmond - just search engine him - to get the scoop. I saw one of his steam engines and cars on Sunday at the GCRY yard in Williams. He's got plenty of rolling stock, now he needs a building.
