Based on what I've seen in other LR systems, 35 for light rail means 36 with very brief excursions to 37. Onboard computer drops emergency brake above that. Net operating speed with stops is 15 mph or so. Similar setup to where you're driving on city streets with a signal every few blocks that holds you up for a minute or 2 - your speed between signals may be 40 in the 35 cops traffic & red lite cameras willing, but your average trip speed is below 20.
