Lake County/Modoc questions

Coming home from an Oregon Thanksgiving I followed the LCRR and former Modoc. I made several observations and hope some readers can provided answers....

1) along the south side of Goose Lake there appeared to be 5-6 hoppers on their sides--When did this happen and why?

2) the three hoppers on their sides in the canyon are still there (over 4 years) any plans on recovering them?

3) an ex-BNSF 4000 series B23 or B30 (AAR trucks) now with NREX marks is parked in Alturas--why?
