Cornerstone Minerals, the perlite shipper in Lakeview, (that generates most of the traffic on the Lakeview line), has a reload facility in Klamath Falls to facilitate shipping via BNSF. They even make a point of saying so on their web site:

Cornerstone trucks all the ore mined from their pit approximately 40 miles to the processing plant in Lakeview, so truck transportation of the finished product to Klamath Falls is not really a challenge for them.
