In the sixth frame down, "Clutter is What You Make of It", is a strange looking contraption next to the gravel road. It looks like some strange kind of grade crossing signal or something. But it is way below grade. And with what looks like an underpass just to left; where's the grade crossing?

Indeed, I don't know what to make of it! -- So what is it? What's its function? Or is it some sort of museum piece someone just stuck there?
