Scoring that much ROW in urban areas is going to be quite a challenge.
Plus there is the pending issue of just what is the UP's real position vis-a-vis the hsr. The CHSRA gung-ho's maintain the UP is just holding out for more money. Maybe. But I'll take the UP's public stance at face value. It could just be that their feeling is(correctly, I might add) that the hsr represents nothing but trouble for them and that they want to stay away from it as much as possible. So the CHSRA present alignment will require going "nuclear" and eminent domain. Good luck against a class one.
